Whisky Bottle Monument?

 This unusual structure stands in one corner of the Slender West Lake Park in Yangzhou. Well, I couldn't quite figure out what this monument was all about. It looks more like a bottle of excessively expensive local whisky. The truth is I was briefly distracted by this imposing structure from afar, found my way to its location and eventually missed my group in the process.
